1. Procurement Technical Requirements (For substantive requirements and conditions that do not allow deviations, they are highlighted in bold and italics.)

 

2. The scope of this procurement includes the supply of goods, transportation, installation, maintenance, personnel training, and after-sales services.

 

3. Procurement budget amount for this project Seventy-nine0,000.00 yuan (¥790,000.00). Any final response quote exceeding the procurement budget or the maximum price limit will be deemed an invalid response document. The maximum price limit for this project is 90% of the procurement budget amount. With regard to the equipment and goods to be procured as listed above, unless otherwise specified, all other items must meet standard functional requirements and technical specifications. The supplied products must be brand-new, qualified, and genuine; the manufacturer must provide a product warranty certificate. If the products are imported, relevant certification documents must be provided, and they must also comply with national environmental protection and other relevant quality standards.

 

4. Requirements for Goods Quality

Complies with the requirements of the "Hygiene Standard for Drinking Water" (GB5750-2006). The reagents consumed by online instruments must be compatible with the corresponding instruments. Standard samples and reagents consumed by online instruments shall be supplied as needed, ensuring that their expiration dates are not exceeded. All chemicals and standard samples must meet the requirements of the Jiangsu Province’s “Double-Random” Inspection and the evaluation index system for urban water supply safety assurance in Jiangsu Province. All standard samples listed in Tables 1-3 and 1-4, as well as environmental standard samples, must comply with the standards specified in the notes.

The manufacturer of the standard solutions provided shall hold a National Standard Substance Grading Certificate and an Accreditation Certificate for Producers of Standard Substances/Standard Samples. The transportation of chemical reagents and consumables must comply with relevant national laws and regulations as well as industry standards.

 

5. After-sales service requirements

(1) From the date of acceptance, the equipment will be covered by a free one-year warranty. During the warranty period, Party B shall provide the “three guarantees” for product quality. For any failures caused by equipment configuration or manufacturing defects, Party B shall promptly provide free repair or replacement within 24 hours, and all associated costs shall be borne by Party B.

(2) Technical support response time: For general issues, telephone support will be provided within 2 hours; for difficult or critical issues, on-site resolution will be provided within 2 days. During the warranty period, the costs associated with such services will be borne by Party B; after the warranty period expires, Party B will charge a cost-based fee.

In addition to the service requirements specified in this document, the supplier shall provide a detailed description of any after-sales services it can commit to, and shall also be responsible for providing free training to the purchaser’s personnel on equipment maintenance or operation. The response time for repair requests will be the normal travel time plus 3 hours.

 

6. Delivery time and location

(1) To facilitate the purchaser’s production planning, the delivery dates for all goods must be determined through mutual consultation. If necessary, goods shall be delivered in batches. The supplier must commit to reasonable delivery times and ensure that each batch is delivered within two days after both parties have confirmed the order. Any delay in delivery will result in a corresponding financial penalty.

(2) Delivery Location: The supplier shall deliver the goods and unload them at the location designated by the purchaser, ensuring that all relevant documentation accompanying the goods (such as certificates of conformity and test reports) is complete. The purchaser will organize relevant personnel to inspect the goods; any goods failing the inspection shall be returned without exception, and all losses incurred as a result shall be borne by the supplier.

 

7. Payment Method

Each batch of goods supplied will be initially inspected and accepted upon arrival at the site. After being in use for 10 days without any quality issues being detected, the full payment will be made in one lump sum.
