I. Qualification Requirements for Bidders:

Bidder Qualification Requirements

1. The bidder meets the conditions stipulated in Article 22 of the Government Procurement Law of the People’s Republic of China.

(1) Possess the capacity to independently assume civil liability (provide proof documents such as the business license of a legal entity or the “three-in-one” certificate);

(2) Possess good commercial credit and a sound financial accounting system (a 2018 financial status report or a creditworthiness certificate issued by the bank where the basic account is held);

(3) Possess the equipment and professional technical capabilities necessary to perform the contract (provide a letter of commitment confirming the availability of the necessary equipment and professional technical capabilities, or provide relevant supporting documentation);

(4) Possess a good record of legally paying taxes and social security contributions (provide relevant documentation showing that taxes and social security contributions were paid in accordance with the law for any month in 2019; if exempt from tax or not required to pay social security contributions under the law, corresponding supporting documents must be provided).

(5) Within the three years prior to participating in government procurement activities, there have been no significant violations of the law in business operations (provide a written statement);

(6) Other conditions prescribed by laws and administrative regulations.

2. The bidder has no record of major violations in its business operations and is not subject to any of the following circumstances: being ordered to suspend business, having its business license revoked, having its assets seized, frozen, or taken over, or being declared bankrupt. Furthermore, there are no other circumstances that could affect its eligibility to submit a bid. The bidder must check the “Credit China” website.

3. Suppliers with the same legal representative or those that have a direct controlling or management relationship with each other shall not participate in government procurement activities under the same contract (provide a written statement).

4. This project does not accept bids submitted by consortia.

5. Our company will only accept bids from suppliers who have already purchased this tender document. Note:

1. Bidders’ representatives are requested to bring copies of the following supporting documents (with the official seal affixed) when purchasing the bidding documents:

(1) The person handling the purchase of tender documents must provide:

(a) If the authorized representative is the legal representative, a certificate of legal representation and a copy of the legal representative’s identification card must be provided.

(b) If the bidder is represented by an authorized representative, a letter of authorization from the legal representative and a copy of the authorized representative’s ID card must be provided.

(2) A valid business license for corporate entities (or a registration certificate for institutional entities) or the business license, organizational code certificate, and tax registration certificate for other organizations (or a document combining all three certificates into one);

VI. Other Supplementary Matters

Bidders must submit a comprehensive bid for all goods and services under each package of this project. Any bid that covers only a portion of the contents within a single package will be considered invalid. Bidders may submit bids for both package groups of this project, or they may choose to bid for only one of the package groups. Bidders are permitted to win contracts in both package groups simultaneously.
