Procurement Requirements

I. Project Overview

1. Venue Introduction: The China Animation Museum (hereinafter referred to as “the Animation Museum”) is the nation’s first “state-level” animation-themed museum, approved for construction by the National Radio and Television Administration and the Chinese Animation Society. It integrates a variety of functions—including exhibition, collection, education, experience, and academic research—and aims to become the largest, most comprehensive, and most authoritative modern animation museum in China, pioneering new standards domestically and achieving world-class excellence internationally.

2. Geographical Location: The Museum of Animation and Comics is located at No. 375 Baima Lake Road, Changhe Subdistrict, Binjiang District, Hangzhou City—on an island to the east of the Animation Plaza in Baima Lake Eco-Creative City. The planned site covers 2.77 hectares, and the main building has a floor area of approximately 30,167 square meters.

 

II. Service Content

1. Instructional services

(1) Responsible for providing guided tour services throughout the museum’s exhibition areas.

(2) Participate in the writing, revision, and layout of explanatory texts.

(3) Assist the competent authorities in carrying out public science education activities.

(4) Other tasks related to interpretation services.

 

2. Venue Services

(1) Responsible for handling calls at various inquiry desks throughout the museum, providing service consultations, managing lost-and-found services, conducting missing-person announcements, and offering other convenient services.

(3) Responsible for recording, organizing, and providing feedback on visitor reception and information.

(2) Responsible for tasks such as locating, lending, and organizing books in the anime library.

(3) Responsible for providing guidance on the experience, operation, and maintenance of various multimedia and interactive exhibits and equipment in the exhibition area.

(4) Responsible for conducting patrols and inspections of theaters, controlling access at entrances and exits, guiding audiences, and maintaining order.

(5) Responsible for the daily simple operation, use, and sanitation cleaning of theater and cinema facilities and equipment, and assist in ensuring smooth operations for theatrical performances, movie screenings, and conference services.

(6) Responsible for coordinating and communicating with suppliers of maintenance and upkeep services for cinemas, theaters, and exhibition area facilities and equipment; promptly addressing various software and hardware malfunctions; and ensuring the implementation of all maintenance and upkeep plans.

(7) Assist the safety management department in properly and reasonably handling various emergency situations.

(8) Other tasks related to venue services.

 

3. Security Officer On-Duty Service

(1) In accordance with the relevant requirements for museum security personnel management, provide daytime supervision and inspection services by security personnel as well as nighttime duty services by security personnel at the venue. Fulfill the duties of a security officer and meticulously maintain accurate duty records.

(2) Other tasks related to the security officer’s on-duty service.

 

III. General Requirements for Service Personnel

The China Animation Museum is the nation’s first “state-level” museum dedicated to animation. It houses, displays, and showcases a wide array of scientific, interactive, and visually appealing animation-related exhibits. The museum features complementary functional areas such as a merchandise exhibition and sales zone, a cinema theater, a library, a café, and a restaurant. It adheres to stringent standards for professionalism, safety, and compliance, and strives to provide visitors with services that are professional, efficient, meticulous, and considerate.

(1) The procuring entity shall exercise centralized management over the outsourced service management organization established by the successful supplier.

(2) The successful supplier shall, based on the actual needs of the Museum of Dynamic Science, establish and implement relevant rules and regulations governing the management, recruitment, training, and assessment of specialized technical service personnel. Prior to implementation, the supplier must report these measures to the purchaser and obtain the purchaser’s approval before proceeding.

(3) The procuring entity has direct involvement and approval authority over the establishment of certain key positions, as well as personnel recruitment and management decisions. If deemed necessary, the procuring entity may review the financial status and financial statements of the successful supplier.

(4) In handling special, emergency, and sudden incidents, the purchaser shall have direct authority to direct personnel providing specialized technical services.

(5) The technical service personnel provided by the winning supplier must be stationed permanently at the venue.

(6) The successful supplier must ensure the uninterrupted, continuous, and professional nature of the services, and appropriately allocate and schedule the types and numbers of personnel to meet the purchaser’s requirements.

(7) The successful supplier shall conduct rigorous political reviews of all hired personnel to ensure that they have no criminal record.

(8) Employees of the winning supplier must wear uniform attire and behave in a standardized manner according to their job requirements, paying close attention to their appearance and public image. For certain positions involving public-facing roles, hired personnel must meet specific requirements regarding body shape and height.
