Procurement Requirements
I. Project Objectives: The existing facilities cannot meet the needs of archive management and storage. To better preserve vehicle management archives and ensure their completeness, we need to improve the current facilities.
II. Procurement Organization Type: Public Tender
III. Project Overview:
1. Project Budget: 2.625 million yuan (including all expenses related to this project, such as personnel salaries (overtime pay, various social insurance contributions required under the Labor Contract Law), personnel food, lodging, and transportation, tools, office expenses, administrative office expenses, public facility maintenance costs, venue rental fees, and taxes).
2. Service Content: This project aims to provide a large-scale facility for the centralized management and storage of approximately 11,529,941 motor vehicle records and driver records currently held by the Vehicle Administration Office. The facility will also be responsible for properly shelving the records and handling the in-and-out inventory procedures.

4. Service Period: 18 months from the date of contract signing.
5. Service Location: The address provided in the bidding documents.
6. Bidder Qualification Requirements:
(1) Complies with the provisions of Article 22 of the Government Procurement Law of the People’s Republic of China;
(2) Not listed on the “Credit China” website (www.creditchina.gov.cn) as a person subject to untrustworthiness or a party involved in a major tax violation case, and not listed on the “China Government Procurement Website” (www.ccgp.gov.cn) as having engaged in serious violations of integrity and trustworthiness in government procurement activities.
(3) Qualification requirements for implementing government procurement policies: None.
(4) Specific qualification requirements for this project: None.
IV. Service Requirements and Content
1. The Vehicle Management Office requires storage space for motor vehicle files and driver files, as well as administrative office space. These costs are included in the current quotation.
2. There is a designated parking area for the purchaser’s vehicles, and the associated costs are included in the bid price.
3. Site area: No less than 6,000 square meters.
4. Service Location: The service location provided in the bidder’s tender document.
5. During the service period, the bidder shall bear the costs of maintaining public facilities, including routine repair and maintenance fees, elevator maintenance and annual inspection fees, pump repair and maintenance fees, and fire monitoring equipment maintenance and annual inspection fees.
6. The bidder shall ensure the safe use of the leased premises and shall be responsible for inspecting the premises and any attached fixtures. Within 5 minutes of receiving a repair request from the purchaser, the bidder shall respond; within 1 hour, the bidder shall arrive at the site; and within 4 hours, the bidder shall complete the repair. If the bidder’s delay in repairing the premises results in losses to the purchaser or any third party, the bidder shall be liable for compensation.
7. If the bidder undertakes repairs to the property and its attached facilities, it shall provide the purchaser with ten days’ prior written notice. The purchaser shall actively assist and cooperate. Should the property suffer damage due to the bidder’s failure to timely fulfill its contractual obligations for maintenance and repair, resulting in property loss or personal injury to the purchaser, the bidder shall be liable for compensation.
8. If the leased premises and its equipment are damaged due to force majeure, neither the bidder nor the purchaser shall bear any responsibility.
9. During the service period, if the bidder wishes to transfer or mortgage the property, it shall notify the purchaser two months in advance. Under otherwise equal conditions, the purchaser shall have the right of first refusal.
10. Bidders must sign a confidentiality agreement with the procuring entity, and personnel involved in this project must separately sign a confidentiality agreement regarding the security of project documents and data.
